About the Association for Women Small and Micro Business Assistance (ASPPUK)

About the project
ASPPUK is partnering with the Trade and Gender Equality Incubator (TGEI), an initiative funded by the Australian government to deliver the project “Strengthening a Gender Equitable and Inclusive Women-Owned Small Micro Business (SMEs) Network to Influence GEDSI and Trade Policies”. The project aims to address gender inequality affecting participation in trade in Indonesia, and thereby facilitate the participation of women entrepreneurs in international markets.
The opportunity,
ASPPUK is seeking an individual consultant to develop training materials on gender equality, disability and social inclusion (GEDSI) and trade issues (for example FTAs, export requirements, intellectual property, sanitary and phytosanitary (SPS) issues (for food/beverage), and e-commerce) from 26 September to 28 November 2025.
The consultant will work in close collaboration with ASPPUK’s team and an international consultant of TGEI to design and develop training materials that are practical, relevant, and aligned with the needs of the SMEs supported by ASPPUK’s network. These materials aim to build the capacity of ASPPUK members and other SME service providers to:
- Understand the relationship of gender equality and trade,
- Recognise opportunities and barriers for marginalised groups to engage in trade
- Maximise the benefits of free trade agreements, particularly the ASEAN-Australia-New Zealand Free Trade Agreement (AANZFTA) and the Regional Comprehensive Economic Partnership (RCEP)
- Promote and advocate for inclusive trade policy
The expected outputs of this consultancy include:
- A module training curriculum on gender equality and trade, including a facilitator’s guide, slide decks, and participant handouts
- Materials responding ASPPUK’s research findings and member experiences
The Consultant will be responsible for the following deliverables regarding the completion of the consultncy:
- Deliverable 1: A Work Plan and an outline of the Training Materials on Gender Equality and Trade
- Deliverable 2: Draft Training Materials on Gender Equality and Trade
- Deliverable 3:Facilitate a workshop to pilot the training materials
- Deliverable 4: Finalise the Module on gender equality and trade
- Deliverable 5: Final training module on gender equality and trade submitted in digital format to ASPPUK and RT4D/TGEI for approval
Interested individual consultants or consultancy firms should provide a technical proposal detailing their capabilities in supporting the scope of services outlined in this ToR. To ensure the above can be effectively managed and completed in alignment with this TOR, below are the requirements for the consultant:
Academic Background and Expertise
A university degree (Bachelor or preferably Master degree) in Gender Studies, International Trade, Development Studies, Economics, Public Policy, or other relevant fields.
Demonstrated Skills and Competencies
- Demonstrated experience in curriculum design and strong facilitation skills for adult learners as well as for grassroot level organisations.
- Strong understanding of Free Trade Agreements (FTAs), particularly AANZFTA and RCEP, trade facilitation, and their implications for women-led SMEs
- Ability to work in a participatory and context-sensitive manner, ensuring that local cultural and social dynamics are respected
Communication and Coordination
- Experience working collaboratively with civil society organisations, women’s groups, or community-based networks
- Ability to work independently and meet deadlines,while remaining responsive to feedback from ASPPUK and project stakeholders
- Fluency in both English and Bahasa Indonesia, with strong writing and verbal communication skills in both languages
